Vacant Position: Public Works Superintendent

Job Description

The Public Works Superintendent manages day-to-day public works operations by scheduling human resources and planning weekly and monthly work under the supervision of the Director of Public Works. The Superintendent manages a team of 3 to 5 permanent and seasonal laborers. They are responsible for meeting the maintenance needs of municipal infrastructure such as sanitary and storm sewers—including 13 pump stations and a lagoon—approximately 40 km of streets, a dozen municipal buildings, and several municipal parks.

Working Conditions

This vacant position is a permanent, full-time employment opportunity meeting the needs of Public Works. The team's regular working hours are 40 hours per week, from 7:00 AM to 12:00 PM and 12:30 PM to 3:30 PM, Monday through Friday, or as required. Working hours are flexible and based on municipal needs—primarily sewer system emergencies, which can occur at any time of day or night, snow removal operations, and other municipal requirements. The salary is based on the municipality's salary scale.

Summary of Duties

Public Works Operations

  • Ensure daily and seasonal planning of public works needs and priorities.

  • Supervise the public works team by distributing tasks every morning.

  • Identify equipment needs and work methods to optimize team efficiency.

  • Provide the team with the necessary tools to perform their work safely.

  • Handle local purchasing of materials and equipment.

  • Maintain, inspect, and repair equipment, and ensure the proper and efficient use of vehicles and other equipment (MT6, backhoe, lawnmowers, trucks, etc.).

  • Support the Director of Public Works and perform other duties upon request, sometimes related to administration, public safety, recreation, economic development, and tourism.

Sanitary Sewer Systems

  • Respond to sanitary sewer emergencies to prevent more serious mechanical breakdowns and wastewater spills (24/7, with emergency calls shared among the Public Works team).

  • Maintain the sanitary sewer collection system (13 pump stations).

  • Ensure wastewater treatment and sanitation at the lagoon (cleaning UV lamps, adjusting flow meters, etc.).

Street Maintenance

  • Inspect streets and parking lots to ensure proper snow removal by contractors.

  • Supervise and perform snow removal for sidewalks and municipal buildings.

  • Carry out necessary work to ensure road traffic is safe and free of obstructions (road and sidewalk maintenance and repair, tree cutting, etc.).

  • Replace or reposition damaged or fallen traffic signs.

  • Clear brush along streets and ditches using the MT6 or manually depending on the location.

  • Inspect and clear storm sewer ditches, manholes, and culverts to remove leaves, ice, and debris that could cause blockages. Monitor streets and ditches to prevent flooding.

Skills and Qualifications

  • Class 1 Wastewater Collection and Treatment Operator certificates would be an asset. Otherwise, the required courses and certifications, paid for by the municipality, must be completed.

  • Good communication, teamwork skills, and experience in personnel management (leadership).

  • Knowledge in the fields of construction, equipment/building repair, or maintenance (handyman/jack-of-all-trades).

  • Excellent command of both French and English, spoken and written.

  • Ability to manage time well, autonomy, and a willingness to learn.

  • Willingness to work outdoors in various weather conditions.

  • Good physical fitness to perform tasks requiring effort, such as lifting and moving heavy objects.

  • Holder of a valid Class 5 driver's license.

  • Holding or obtaining firefighter certification would be an asset.
